Why crossfade duration fixed to full seconds

Hi, is there any way in Premiere Elements to change crossfades duration e.g. 0.8 sec (20 frames) or 1.8 or..

Its always fixed to full seconds after OK. What did I wrong?

You can set duration in the Preferences under General in Frames.
