You are in the Premiere Elements (video) forum. I'll assume you are asking about Photoshop Elements (photos). Windows Vista and Windows 7 were current when Premiere Elements version 10 was coded. We've been through Windows 8 and a few versions of Windows 10. Add to that all the hardware and CPU changes. That means that when you put version 10 on a new system you are the "test pilot". When there are unpredictable results, nobody but you will be able to figure it out. That said, it might work fine!
