Can xavc-s 4k video files be imported to, edited, and exported from adobe premier elements 2018 in their native 4 k form?

Yes. XAVC-S source files are fine.  There is no such thing as "native" when you output in any NLE.  It is always "rendered" to include your editing work.  Premiere Elements will use the same H.264 codec in the XAVC-S from your Sony to output in 4K.  The container/wrapper will be an MP4.

In other words, Premier Elements is a very good editing system for XAVC-S files.

Adobe will let you install a trial copy for you to test.  If you buy from Adobe, you have 30 days to get a refund.

Premiere Elements 2018 is version 16.  It has two names!  It will import XAVC-S files.Untitled.jpg
