premier elements だけでは無理なんですね
口を動かせるどうかは別として、Elementsでアニメーションを作成する方法には、色数や時間は制限されますが「アニメーションGIF」の書き出し及び、読み込みができる様になっています。Photoshop Elements:https://helpx.adobe.com/jp/photoshop-elements/kb/2885.htmlPremiere Elements :https://helpx.adobe.com/jp/premiere-elements/using/whats-new-2018.html#アニメーションGIFの書き出しWindowsのみ
なお、Charactor Animatorという顔の動きをキャプションキャプチャーしてキャラクターに反映させるアプリもあります。https://www.adobe.com/jp/products/character-animator.html
実写の顔を動かす場合は、After Effectsのパペットツールなどを使います。
