4 K videos are not working properly in adobe premiere elements

Good evening, 

I am desperatly searching for a setting to work on my 4 K videos with adobe elements. I just found any explanations in for pro but not for elements.  

They are always stopping even if I am converting them into 4mp. 

Very happy for any answer how to solve this problem because is no fun any more.

Exact version of Premiere Elements?

Computer information?

CPU brand and model and clock speed
Video adapter brand and model and driver version and amount of video ram
Number and size and type of hard drives
What kind of video are you editing?
-hint 4k video on an underpowered computer will not play well

For example, what I have (home built Jan 2021)
Windows 10, currently at version 20H2 - Premiere Elements 2021
Intel i9-10900k CPU in ASUS-Prime-Z490-P motherboard with 64Gig TEAMGROUP-3200MHz Ram
Seagate-FireCuda 500Gig M.2 for Windows and programs and usual Documents files
500Gig SSD for temporary and output files, 1T SSD for video and picture input files
Video card MSI GeForce GTX 1650 128 Bit Graphics 4Gig GDDR6 Ram + a DVD drive

I am using window 10 and premier elements 2021. 

I guess you are right with an underpowered computer when you are using an Intel i9 and mine is just Intel i5 but  the videos are filmed on an I Phone 12  and max 10 minutes. But I am wondering the videos are working without any problem with high quality on the VLC player on the same PC and I even converted the 4k videos into mp4 just half of the power and they are still interrupting in premier elements. Is there a setting I might don`t know where I can work in lower quality and export later in good quality. 

I would very much appreciate your answer.
