I have Adobe Premiere Elements 15 on Windows and I am wondering how to blur moving faces. How can I track a face that moves in a picture and incorporate that into the blurring process?

For what it's worth, this is an effect I show you how to create, step by step, in my special effects book, "Cool Tricks & Hot Tips for Premiere Elements 14." (They effects also work in version 15.)

The process is a bit complicated to describe in a few words. It involves duplicating your video, blurring the duplicate and then animating a Track Matte to follow the face around the video frame.

Here is a YouTube video someone else created that describes how to do it (though, if I do say so, my book makes it much simpler ).
