Hi there.
I have tried a lot of things. Searched google for ” adobe premiere elements 15”+ move sound half a frame, move sound in milliseconds, change timeline to milliseconds, Unable to change Timeline to milliseconds. … etc.
I found another with same issue as me.
How can I change it so I’m able to move sound less than a frame? In Edit – project settings – general – audio: I have set the audio to milliseconds. That changes noting

A frame is the smallest unit of measurement in a video. You can't nudge a clip a fraction of a frame in Premiere Elements.
What are you trying to accomplish? What situation would demand you move a clip less than a frame?

Ops, forgot to answer.
When I'm out recording and have the voice-audio recorded on a different device, then I often need to be able to move the sound less than a frame to get it in correct sync.
