Adobe Premiere Elements 2018 - error when uploading to YouTube

Adobe Premiere Elements 2018  is erroring out  at 98% when uploading to YouTube.  This always happens at the 98% mark.  Everything worked fine with the previous version, frustrated!!!!!

The automatic "Online" upload is a chain of links hidden from you.  If any of the links stop, you don't know what is failing.

A more foolproof, lest frustrating procedure is to output your video to your computer and then use the YouTube uploader.
