Adobe Premiere Elements not updating from 13.0 to 13.1

When I start the program, I get the info box that tells me about the latest update and gives me a button to click that downloads and runs the update program. I do that, and the update appears to download and go through the full update routine. However, when I start Adobe Premiere Elements 13 again, it gives me the box about the update, and the software is still at version 13.0.

Last year Adobe discontinued support for all except the current versions of its software. It's most likely the link to the update no longer exists.
