The challenge is that MOV is not a type of video file. It is a format, within which can be any of hundreds of codecs.

But, yes, you can edit Quicktime video in and you can output Quicktime video from Premiere Elements. Although certainly some codecs (H.264, DV) edit more easily than others.

What is the source of this video? Video with Variable Frame Rates (as some iPhone video) can cause issues.
