Applied Effects: "No Effects Applied" -- Where Are Motion and Opacity?

I'm a longtime user of an older version of Premiere Elements, but new to 2020. I want to tweak Motion on a video clip. I click on the FX pencil icon at the far right side of the screen. Instead of showing me Motion and Opacity, it says, "Applied Effects: No Effects Applied." I know there are no effects applied -- that's why I'm trying to apply them. How can I find Motion? The objective is to adjust its slider to make the video larger.

Not sure what happened there. I closed down Premiere Elements, started it up again, and now the Motion and Opacity options are back. Weird.
