Burn to DVD: I don't have a disk drive.

If I export movie with markers and scene sections/dvd menu to a thumb drive then try to burn dvd from my friends computer (without adobe premier elements) will the dvd menu work?

No. Mainly because you can't export a movie with markers or menus.

You don't say which version of the program you're using but, assuming you're using version 15, you can go to Export & Share/Disc/DVD and select the option to burn an ISO file rather than burning directly to a disc.

You can then take that ISO file to another computer and burn a DVD with menus from it.

Conversely, you can open the ISO file and extract the VIDEO_TS folder and copy it to a thumb drive. Then you can put the thumb drive in a friend's computer and use a program like VLC Media Player to open the folder (not the file, the folder) and open the VIDEO_TS folder.
