Can I Change the Project Setting Default Settings?

Premiere Elements 2019.  Everytime I start a new project I have to go in and change the settings from the default settings.  Is there a way to set new default settings so that I don't have to do that on every new project?

No need to change the settings.

On dragging the first clip into the timeline it will take on the properties of the clip.

Also, the program should use as default settings the project settings you used for your last project.
