What kind of artifact: please post screenshot.

Are you talking one frame or multiple frames one after another?

Is the image static or is the camera moving around?

Aas far as I can tell this cannot be done.  The extracted frame does not replace the one you want to change but is reinserted into the video as a 5 second clip.   What good is rhat?

This can be done. One exports one frame/still image. Fix it in say Photoshop and put it back on the timeline as one frame.

Please show me how to put a frame back into the video as a single frame.
The only option I see is to select one second, not one frame. I am using
Elements, not Pro. Thanks if you can help.

The bad frame you export as a still image. Elements calls it a freeze frame.

You can set a still image to 1 frame in the Preferences or trim back in the timeline.

I have done that in Preferences but it does not matter, the edited frame
comes back into the video 30 times (at 30 fps) and that takes too long to
fix.

You need to set the preferences before importing the still frame.
