can my computer run adobe premiere elements 2018?

hello

the following is the screen shot of my computer property

do these criteria meet the requirements for running adobe premiere elements 2018 smoothly?

i have actually downloaded and installed adobe premiere elements 2018 on this computer

but there was an issue

there was no problem adding video clips to my project assets

however, when i pulled a video clip onto the timeline, there was no reaction when i clicked the play button

and after few second, the whole application kind of froze, and i have to force quit the application

can anyone help me with this

No it does not. 

The Intel Pentium G4400 gets a rating of 3570 on this performance chart:  PassMark CPU Benchmarks - High Mid Range CPUs  For "smooth" HD video editing, about twice that is needed.  4K video editing needs about three times that.

4GB of RAM might be enough for small projects with low grade video footage.  But for most editing, it is not sufficient.
