Since upgrading to Windows 10, from Windows 7, Premier elements won't open.  Can anything be done to get this to work with Windows 10?

Have you tried running the program in Windows 7 compatibility mode?

It may or may not run. Premiere Elements version 7 came out a decade ago, an eternity in technology years.

Yes, I tried running it in Windows 7 compatibility mode but it didn't work. If I buy an upgrade would that take and still keep the files I have in Elements 7?

There is no intent for current versions to be backward comparable.  Elements 7 project files have features and tools that changed over time.  Opening a Elements 7 project in Premiere Elements 2018 will probably not work and could even corrupt the actual project.

You can download a free trial and try it.  Be sure to open a copy of the project.

You can also use finished video files from your Elements 7 projects as media in new projects.
