I'm using Premiere Elements 2018 trial version on Windows 10. I also have QuickTime 7.6 installed.
When I'm trying to add any video (avi, m2v, mkv, mp4) I get "This type of file is not supported, or the required codec is not installed." error.
Those file are downloaded from internet as 'sample' files and I'm able to play them either in VLC or QuickTime.
Also, these files can be imported in other video editing software like Movavi, Filmora etc.
After I installed Windows_MediaFeaturePack_x64_1803.msu it started working properly. I can also import videos from my iPhone which were shut with High Efficiency setting. Would be nice if Adobe Premiere would somehow indicate that something is missing in the system.

What steps are you taking to add the video to a project?
It's impossible that the program would be unable to edit any video.

Maybe I can add to Steve's comments....
Video players like VLC and Quicktime don't have the constraints of non linear video editors or "NLEs" like Premiere Elements.
I don't work for or know Adobe policy. But, every appearance is that Premiere Elements is aimed at people who shoot video with current cameras. For that, it works very well.
Being able to edit video from random internet samples, ripped DVDs or video game screen capture software is not appear to be in the target for a Premiere Elements customer base.

Actually, my problems started with me trying to edit a video I shot with my iPhone 7 Plus with video format setting set to High Efficiency.
Later I tried editing a video with this setting set to Most Compatible with the same error.

I'm clicking Add Media -> Files and folders -> and select either a video file or a folder with it.

High Efficiency video is a different animal. It uses H.265 encoding rather than traditional H.264 and at this time that codec is not supported by Premiere Elements.
Let's focus on one video. Are any of your MP4s not from an iPhone?
Open the MP4 in the free download MediaInfo. In MediaInfo, set View to Text and then copy and paste the report it generates to this forum. If it's a traditional H.264 MP4, we'll use it to troubleshoot your import issues.

This is for the video file I downloaded from H.264 Demo Clips | H264info.com so I assume it has the H264 codec.

I'm not sure what's going on at your end, andreye. I downloaded the very same clip from that site, unzipped the file and it loaded right into Premiere Elements 2018.
Are you starting a new project and adding only this file to it?

Yes, just started a new project ad tried it again with the same result.
Assuming that's a codec issue, how can I confirm that have/have not specific codecs installed on my machine?
As I previously mentioned I have QuickTime 7.6 installed (not Pro). Should I install anything else?

I know of no reason you don't have this pretty basic codec. So I'm not sure what's up at your end. But if I can't duplicate your problem, I can't help you work through it.
Do you have any standard AVCHD camcorder video? Or an MP4 that's not downloaded from a web site (other than the iPhone video)? It could be that the video on this site has some copy protection built into it, since it's providing commercial video.

Just created a quick video with Premiere Elements itself and exported it to *.mp4 with default settings. It's being played in QuickTime or VLS fine but again can't be imported back to Premiere.

You can try uninstalling the program and reinstalling it. There is definitely something wrong on a fundamental level.
I'm assuming of course you've got a system with adequate (Quad core i5 or i7) power and lots of free space on your hard drive (100 gig?).

I've got i7-4770 and plenty of space, not sure what it has to do with codec errors.
I'll try reinstalling and will report back.
EDIT: now I've remembered something: when I was installing the Premiere Elements, it showed a message that Premiere Elements was not properly installed or something. But after setup it launched without any prominent errors so I didn't pay much attention to it.
If during reinstalltion the same error appears where should I look to determine what the error was?

Running those manually indeed fails because I already have newer versions installed. Am I supposed to delete these and install the ones from the PE package?

Well, you definitely need to have that Visual C++ Package to run the program. Though it's strange that it's trying to install the 32-bit version of this package. I'm sure you have a 64 bit version of Windows 10 installed.
Anyway, I'm not going to be much help with Windows issues. Since you're running the current version of Premiere Elements, you can contact Adobe Customer Care via chat and they'll do everything they can for you.
I suppose you could manually download the Microsoft Visual C++ package.

But there is definitely something missing on your computer. You really shouldn't have this much trouble editing these basic video formats.

I've uninstalled C++ 2017 Redistributable Package x64 and x86 and reinstalled Premiere Elements. Installation went without any errors. But the result's the same - I still cannot import any video.
Adobe Customer Care doesn't seem to have a Premiere Elements choice to select at the first step.
Given that I think I'll stop trying to work with Premiere Elements and try other software.
