I don't seem to be able to apply shake reduction at all. Is it because Elements doesn't seem to have an appropriate preset for this video format?
This happens with portrait or landscape video, even in a brand-new project where the clip is the only media (so my understanding is that Elements should have chosen appropriate settings based on that clip.)
Am I missing something, or would I have to generate a new preset or two by copying and tweaking the xml files for the presets?

Not sure if you are going to solve the mismatch as the clip has an odd resolution.
1440x1080 is 4:3 is very out of the ordinairy and on top of that it has variable framerate (audio will go out of sync).
Can you upload an original clip to test (both landscape and portrait).

FWIW, this is the default setting for iPhone XS video. Surely I can't be the only one shooting it.

Might want to change the default setting of your phone to something more like regular video if you want to edit it.

Not even by my cloning the one of the sequence preset files manually to match the video? I see they're xml files in c:\program files\adobe\adobe premier elements 2020\settings\sequence presets\...
Or by adding a preset donated by a helpful Elements Pro user?

Your phone makes very usually footage.
not only is it 4:3 but also variable framerate.
Filming in landscape and portrait is adding more issues.
Dont think Pro will solve all your problems.
