Copy-Paste in the timeline window - but to which track ???

In complex projects I often need to reorganise my clips/titles in the timeline. Often drag and drop is not possible. But it should be easy by simple cut-paste. But I've not been able to find out how to choose onto which track the element is pasted.I cannot believe there is no way to choose in PE. Any ideas ?

I've not found a way to paste into tracks other than Video 1 either.  My work around has been to set the marker outside the project, paste and then drag.   Premiere Pro has on/off switches for the tracks, but none that I know of in Elements.
