Hello,
Instagram videos are backwards in the sense they require the size to be 1080x1920. I don't see how to create this size in Elements. Can someone please help?

No can do with Elements.
You can however if you are a bit savvy with computers make your own vertical Project settings and export as such.
Search Youtube for tutorial on how to change project settings in Elements.

Assuming you're on Windows 10, the Windows Video Editor (built into your operating system) can create portrait videos.
Unfortunately after searching YouTube I wasn't able to find anything...are you aware of a specific video that handles this exact question?
