Does my computer meet the min specs?

Hi, apologies in advance for the very basic question, hoping someone can help.

I have a Lenovo Yoga 3 Pro with the following system:

Intel Core M-5Y71 1.2GHz (I know you need 2GHz, but it can turbo up to 2.9GHz)

8GB RAM

64-bit Windows 10

Adobe elements seems to be able to playback anything shot on my Samsung Galaxy S8, but when it comes to GoPro Hero 5, it is all choppy and not smooth at all.

Is my laptop lacking the required power, or is it something else I need to look at?

In benchmark tests, your processor rates about a 3,000. In my books, I recommend a rating of at least 5,000 for editing high-def camcorder video and 8,000 or higher for editing 4k.

PassMark CPU Benchmarks - High Mid Range CPUs

If the video from your GoPro is 4k, you are way underpowered. If it is high-def, you're still underpowered, but may be able to edit short videos if your project settings are matching your video specs. Though laptops in particular are built for portability, not speed. And that can further handicap your performance.
