Edit two video clips into one.

Can I load two video clips from two cameras of the same performance into Premiere Elements 13 (Expert Mode Video 2 & 3) and then select sections of each clip (cut & paste) and put them in Video 1, while keeping the video and audio synced?  If the answer is yes, where can I find the tutorial?

Yes, you can.

However, Premiere Elements does not have a multicam editing feature, which would make this process very simple.

In other words, yes, you can do it -- but it is not easy. An editor with a multicam editor could make the process much much easier.
