Elements Premier 2020 install

I have installed Photoshop Elements 2020.  Now when I try to install Premier Elements 2020, from the same email, "Elements.exe" shows in the tray at the bottom but when I click on it, it installs regular elements again (and again, and again, no matter how hard I try.)  What am I missing in the install steps that I need in order for Premier to install?

Did you pay for both programs?

Did you do the SEPARATE download for Premiere Elements?
