Hardware acceleration and Quadro P1000

Guys,
I'm curious, what "Use Hardware Acceleration" parameter means. I’m trying to render or export my project and getting 100% CPU loading (see the attachment). Why are not the video card features being used?
I’ve tried to do the same in Movavi Video Editor and got only 20% CPU load and 95% GPU. And obviously the export has been done much faster.
Does not Premiere Elements 2020 support Nvidia Quadro cards? Or I need to use Premiere Pro to have “all the features”? Why is that "Use Hardware Acceleration" parameter present in Premiere Elements then?

My system: i9-10900, 64Gb 2666 RAM, Samsung NVMe 970 2Tb, Nvidia Quadro P1000 4Gb.
OS: Windows 10.

IF your card is in the list, it will help with rendering for smoother timeline playing

 

No card is used for exporting (aka sharing)

thanks for the answer! although some quesitions still remain.

ok, my card is not in the list. although it seems strange to me that Quadro P620 is in the list, but more advanced P1000 is not.

on the other hand my second GPU Intel UHD 630 is in the list

and it's present in the system:

but Premiere does not see it and does not allow to use it for video encoding:

btw, this parameter is in the Export window.
