How to add on graphics on to tracked objects?

I have Adobe Premiere Elements 18.

I've been playing around with masking and tracking but I can't seem to overlay any graphics on to tracked objects other than those that are the generic downloaded ones in the side panel. e.g. putting a face over another tracked face

Does anyone know how to overlay separate graphics or .jpg's etc onto tracked objects from your own files?

It's hard to say without knowing what you are and are not doing.

Here's a nice Adobe tutorial on the subject. What isn't happening for you?
