How to create motion blur in Premiere Elements?

In the videos I've seen for Premiere Pro, apparently you can just change apply the "transform" effect and change the shutter angle. But in Premiere Elements, changing the value for the shutter angle does absolutely nothing. The effects page on the Adobe Support site says that the shutter angle control is an After Effects effect, but I don't know what they mean by that, since this is Premiere Elements, not After Effects. Is there another way of creating motion blur? Or if there isn't, how can I get the shutter angle control to work inside Premiere Elements?

I'm using Premiere Elements 15, by the way. Just in case the version matters.
