I need help deactivating Adobe Premiere Elements 13

My problem is the following:

I activated  premiere elements 13 back in 2014 and it has been working fine for years. Recently though I switched windows and changed to a static IP adres (I have no idea if these things have any effect). On my new windows I tried doing a project in Premiere Elements and it said I'm on a trial version so I chose the option to activate my license. I got a message saying that I need to deactivate my license on my previous computer. The problem is I am still on the same PC and I am logged onto the same account from back in 2014. So I would like to know:

-How does Adobe assign a licenseto a PC (is it IP, Windows, PC hardware, location ? I have no idea)

-How do I deactivate my license from my "old PC"

-Does deactivation mean I can still activate it later

 

I would appreciate any kind of help, have a nice day 🙂
