If its H.265 then it is not supported in 2019. You need 2020.

Convert with HandBrake to make it editable in 2019.

I just will not open in Adobe Premier Elements 2019 but will in Camtasia
just the audio is out of sync with the video.

People here like to help.  But, you have to give up some detail about what and how you are trying to do what you want to do.
