Better yet, open the MP4 you're using for your source in the free download MediaInfo. In MediaInfo, set View to Text and then copy the report that is generated and paste it to this forum.

There are many different kinds of MP4 and many means of compression and not all are compatible with video editing.

I'm curious  where this video came from. Was it from a camcorder or from software, like a screen recorder.

Try this: Open the MP4 in the free download Handbrake and output from it a new MP4. Then drop this new MP4 into Premiere Elements and see if it gives you the same red screen.

I reinstalled PrE2019 and managed to get it working long enough

to export the source video from PrE.

The following day, the source video turned solid red again.

But the exported video did not have a red screen in PrE.

When you get the red panel, it typically means that PRE cannot read the source file (video or jpg/png). Try this:

1. Open a new test folder and add your video. Use a simple folder name like 'Test' and name the video 'Vid.mp4'

2. From PRE select Add Media -> Files and folders -> Test : Choose 'Vid.mp4'

3. When it loads, from Project Assets, drag the thumbnail to Video 1 (on the Timeline)

4. When you have it in the Video 1 layer, you should be able to see it in the display window.

If you still get Red, then there's a problem with your video file, and you need to fix it.
