'Inconsistency in the installer database' error encountered during installation of premier elements 15

I am having repeated problems with installing premier elements 15 64bit on my windows 10 PC. It almost reaches the end of the installation process and then stops with an Installation Failed notice and suggests I restart. Restarting does not seem to resolve this problem. Is there any other way to deal with this?
