instagram stories with Premiere elements?

I can't find a way to the change project settings to have a frame size for an Instagram stories compatible video.
I can see one can export in the costume frame size for it (1080x1920) but if I can't edit the video in the good format the best outcome is a vertical video with black bars on top and under the video... So far trying a new project I couldn't find a way to have a costumed project with the frame size I need.

Any ideas?

You can't create custom video frame dimensions in Premiere Elements. You can create a 4;3 video or a 16:9 video.

What dimensions are you trying to create?

It will be difficult to find current software that will run on a 32-bit Windows 7 system. I'd suggest either upgrading your operating system or finding older software to run on it. Upgrading would be the better solution.
