Installed Elements 2019 and got the "Loading ImporterQuicktime.pm" splash message while loading Premiere

Installed Elements 2019 and got the "Loading ImporterQuicktime.pm" splash message while loading Premiere 2019. The crash reporter pops up and Premiere crashes. The support folks sent me instructions to change the folder permissions. But in my case I'm still the owner. I did some experimenting and was able to solve the issue. This looks like a flaw in Elements 2019 installler not setting the proper permissions.

I uninstalled Elements 2019 under the current user (Microsoft account) in Windows 10. Created a local user with administrator role. Log in using the new account and reinstalled Elements 2019. Logged off and log in using the original user (Microsoft account). Now, I'm able to start Element Premiere and Photoshop without any issues.

Hopefully this will help some of you here asking the same questions.
