I want to insert my own images with transparent backgrounds over the top of video clips in premiere elements (on free trial version atm) but cant see a way of imposing them onto an existing clip. Can anyone provide any advice? Not sure if this is even possible! Thanks

Just put them on the video track above your existing video, Daniel.

If you want transparency in your images, make sure that they are saved in a format that supports alpha/transparency -- PSD, GIF or PNG.
