Hi all,
After many tests and issues with the shake reduction, I have done a minimalist test described bellow.
First, my PC environment is Windows Seven with 16 GB of RAM and I use Premiere Elements Studio 2018.
1) I create a new project.
2) Within this project, I only add one clip of 10 seconds.
3) I apply the shake reducton (I have tried the four modes vith or without crops and the issue is the same) on this clip.
4) I export this little video without problem.
5) I save the project (including the shake reduction function).
6) I close Premiere Elements.
7) I reopen Premiere Elements.
8) I reopen my project.
9) (Without modifications) I try to export again the video and now I obtain the error message (Shake Reduction in progress or has encountered an error...).
I have always this issue. I can't reexport a video!
There is a bug and this behavior is abnormal. What can I do (excepted delete shake reduction on the clip and redo all again)?

I've had the same thing happen. Sometimes when I reopen a project that has stabilized clips, the preview system "forgets" that it is stabilized. It is intermittent so I've not been able to find a solution.
A "work around" is to make stabilized versions of each clip (one at a time) and then use those in the final project.
If you have a lot of clips needing stabilization, another option, is to buy separate specialty stabilizing software. proDad offers several versions of what they call Mercalli

I have the lower priced "Mercalli V3 SAL" and think it provides better results than what is built into Premiere Elements. The more expensive "V4 SAL" will batch process clips and may do even better at stabilization.

Thanks a lot for your experience.
In fact, I had the same idea: Stabilize each clip with another application before editing my video in Elements Studio.
So, I have tested "Filmora" but the shake reduction isn't very good and especially it's impossible to automatically crop the clip after the stabilization.
I will test Mercalli to see the result.

I have downloaded the versions V3 SAL and V4 SAL of Mercalli.
FYI, we can also use batch function to stabilize many clips with the V3 SAL version.

I've had good results with the V3 SAL. But, I don't shoot much "action" footage that needs it.
In Adobe Premiere Pro there is the "Warp Stabilizer" that is reviewed as being exceptionally good. Premiere Pro is far more complex and is subscribed to on a monthly fee basis.
The "sweet spot' of cost and performance might be Premiere Elements and a version of the Mercalli.
