Hi Hans, 

If you are not using any microphone for narration using Premiere Elements, please set default input to no input and check if default output shows as working. 

If you would like to have an input for audio, please check if Microphone use is enabled for Premiere Elements. You may do that by following the below: 

Get to privact settings on your computer (type in Privacy settings in search bar)

turn in mic use ON
