What operating system and what version of Premiere Elements?
How are you importing it into Premiere Elements and what happens when you do?
Is there an error message? If so, exactly what does it say?

Hi Apeyak,
I have a Mac, and they load up without a problem; so they are compatible with Premiere Elements. Probably the best bet is to use Adobe Encoder to convert the MOV files to a file type you're used to using with your Windows 10. (If you have another file-type converter, you can try that also. )I'd suggest you take a small test file from your source (an iPhone?) and try it first.

"MOV" suggests it might be from an Apple phone. Premiere Elements 10 is about 8 years old and won't work well for any recent iPhones. iPhones use a "variable frame rate" and the newest ones can use the "H.265, HEVC codec". It was not until the most recent 2020 version could Premiere Elements work with the H.265 codec on a Windows computer.
As Willie suggests, a converter could help. If you don't have Media Encoder from Adobe, an alternate might be the free Handbrake program.

Adobe Media Encoder is not an option for phone footage with vfr.
