For some reason when I watch a clip on my movie player the audio is just fine and the audio is synced and everything but once I drag it into the timeline its no longer synced with the video. I tried everything with sequence and everything and my audio still wont sync with the clip even though my video is perfectly in sync when i play it on the windows video player

Editing software is more complex than playing software.

You didn't offer where the video clips came from, your computer system of Premiere Elements version.

My guess at this point is that you are using footage from a phone or screen capture that uses a variable frame rate.  That can cause editing trouble.  The easiest way to fix it is to run the footage through the (free) program called Handbrake.  It can change variable frame rate video to fixed frame rate video.

Good luck!

We can confirm if your video has a variable frame rate. Just open a clip of your video in the free download MediaInfo. In MediaInfo, set View to Text and then copy and paste the report it generates to this forum.
