Old family movies, frames out of sync

With old 8mm movies, often the syncronization of the frames would be off and you see a black bar across the screen with some of the top of the video actually appearing at the bottom.  I had home movies digitized and many have this problem.  Can I use Elements to correct that on digitized files?

It pobably can be done with cropping and multiple video tracks, but it may be very time consuming depending upon how it is effected.
