PE2019: Ripple-Trim Only Works on Track 1

Premiere Elements 2019.

I am creating a slide show of images as a movie.

When I hover between images on the first track (Video 1), my cursor changes to the 'Ripple Trim' icon, which is what I want.

It allows me to stretch the image forward or backward in the Timeline. In addition, the connecting images move (shift) accordingly and any Transition stays put.

However, on any other track, the cursor is non-ripple. What ends up happening is that I can not stretch the image forwards, only backwards. In addition, it disconnects the image from the next and I even lose transitions.

My questions are:

1) Is this how the software is supposed to work?

2) If not, is it a bug?

3) How can I enable the Ripple-Trim feature on other tracks?

I watched both videos and neither answered my questions which was very annoying.

Please folks, if you can't answer the questions, much less understand them, don't even bother posting.

I am going to consider this a bug until someone can prove otherwise.
