Photoshop Elements and Premier text issues

I can do everything I need to with photos but the minute I try and add text both Elements and Premier freeze.  I am not sue how long this has been happening as I haven't opened the program for a while and Windows has done a upgrade recently.

A simple reset will often do the trick. Go to this link and select the T tool:

Sorry I may have led you astray.  I am using Adobe Premier Elements2018.  My screen looks different to the one in the link and I don't seem to have a dropdown box when I select text.  I will continue to look for the 'reset' but every time I select text I have to force the program to close because it freezes.
