playback screen is magenta and green?

Hi guys, just downloaded the software Premiere Elements 2021 but it shows all my videos on the playback screen as pink and green -  normal colours on the time line.   See screen shot below.  I have reinstalled the software but it still happens.  Of interest on the last install it said "icucnv58.dll is missing" - not sure if that is related?

tried to export an edited pink and green video thinking it would play back okay but all the colour is gone.  I even changed the settings to PAL (as I am in Australia) but didn't make any difference.  Any help appreciated.

Update your graphics card driver straight from the manufacturer (Nvidia, AMD or Intel).

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
••for Premiere Pro and MAYBE Premiere Elements use the STUDIO driver, not the GAMING driver
•••such as (MAY not be the latest) https://www.nvidia.com/en-us/drivers/results/170344/
•ATI Driver https://www.amd.com/en/support
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

You MAY need to check with Dell to find out if they have special drivers
