Stan,

I can't try it on version 15, but made it work on version 2019.    I started a project and put a video from an external camera on the timeline.  Then I went to Add Media > Webcam or WDM.  I unchecked the box for adding it to the timeline.  It recorded to Project Assets.  Then I grabbed it with the mouse and drug it to where I wanted in the existing video.  It split and moved everthing to the right to make space.

I did this with the webcam on my laptop.  If you are trying to use an external camcorder it would be a little different.  You would record, move the SD card to the computer, add the media and insert it.

I suspect version 15 is the same as this is not advertised as a new feature.

Good luck!

Bill

Also tried to say you had the correct answer but the link back to original

post has nowhere to check the correct answer box. I tried actions but it

said no actions available. Your Answer was correct, thanks

that part worked well, but doing live video rcording has this issue. I use

add media to load webcam, and it comes on fine, but when I click the

capture/record button it says device error/driver error and the screen goes

black. I just checked the camera updates for windows and they are all

updated. any ideas for solution, thanks

Driver errors of any sort are a perplexing headache.   This user forum is good at helping with the operation of Premiere Elements.  Driver errors, computer malfunctions and operating system challenges are beyond the forums scope.  There are too many variables to sort out by posting back and forth.

I sincerely hope you can find a webcam, camera or driver that works.
