Premier Elements 14 not loading image editor

I have Premier Elements 14.  I have opened the site you sent and followed the steps and opened the file Debug Database.txt as required in step 2.  However the file I a

m told to check, flag entry that shows DS.ForceCPUOnly false false, is not there,  The following is the file I have :-

AddUTCTimestampToTraces false false

CreateLogFilesThatDoNotExist false false

DvaMarshalRPCLogging false false

LogTimeInTicks true true

VELO_EnableDisplayPerformanceTimers true true

VELO_EnablePerformanceTimers false false

VELO_ForceOpenGLOnWindows false falsetxt

Is this file correct and if not what do I change.
