Premier Elements and Photoshop 13 no longer working - windows 10 update

Premier elements and Photoshop 13 no longer work.  When I open the photoshop editor I get the following message that it stopped working after I open it consistently.  I have been successfully using the editor with Windows 10 for over a year.  This seemed to occur after a recent Windows 10 automatic update/fix was installed overnight.   My Elements/Photoshop license came with my Dell 8700 system, so I do not have CDs to reinstall.   Help?
