Hi, we have the problem, that when we import a Video into a Premiere Elements 2019 project,
and play the sequence, the video jitters backwards and forwards.
We tried rendering, and it still jitters.One note: Premiere Elements 2013 is installed on the same Computer and does not have such problems.
Any help is welcome.

What model of camcorder is the video coming from and what is the video's format and resolution?
It also might be helpful to know your operating system, which processor you have and how much RAM.
When you add the video to the timeline, is there a yellow orange "render" line above the video? A render line indicates that your project settings have not been properly set for this video, which can result in poor performance.

Since one version is OK and the other is not, you might check to see if the preference setting match.

Processor Intel Xeon 2.5GHz, 64Bit Windows 10, RAM 20GB.
GPU NVidia Quatro FX1700
Camcorder Panasonic HDC-SDT750
Video format 1920x1080 25fps file format .MTS
There is no yellow/orange line
Including the video in a project using a fresh installation
on a different PC was successful.
On my PC only Premiere Elements 2013 works.

Based on that information, I can think of absolutely no reason your video should be jumpy. You've got plenty of power and, from what you've told me, everything is properly set up.
Maybe we're misunderstanding what you mean by "jumpy video". I assume you mean it won't play smoothly on your timeline.

"Jumpy video" means the CTI doesn’t moves constant but it shakes, also if there isn’t Video or audio underneath.
