I just purchased Elements Premiere 2018, I Previously used Premiere 2015 I upgraded to better work with 4K video.
The problem I'm having is I cannot get the video to play in the timeline, do you know of any way to fix this issue?

I had no trouble with 4K from Panasonic cameras with version 15. I'm now using 2018 with equal success. It is not the software.
To help it will be necessary to know more about your footage, camera, computer, project and project settings.

Sorry I was using Elements 12 not 15
I was able to edit with Elements 12

video to the timeline then proceed to edit from there.

Your processor is borderline for working with 4K, but you should be able to do some very basic editing.
Depends a lot on the specs of the video. Some 4K video, for instance, uses codecs not supported by the program.
Open a sample of your 4K video in the free download MediaInfo. In MediaInfo, set the View menu to Text and then copy and paste the report it generates to this forum.

I don't see anything in the video specs that would keep you from editing this video, so I'm not sure what your issue is. The bit rate is a bit high, but I don't believe that is an issue.
As an experiment, download Handbrake, an excellent, free video converter. Load this file into it and output a new MP4 from it: 3840x2160 30 fps Constant Frame Rate. See if this converted file works any more efficiently in your video project.
BTW, when you add one of your 4K files onto your Premiere Elements timeline, do you see a yellow-orange "render" line above the clip? Ideally you should NOT see this render line until you add effects to your clip. If you do see it, then the program is not matching its project settings to your video clip, which can cause very poor performance.

the camera is on a UAV, DJI Phantom 4 pro
I have tried the video converter and the results are the same, tried the program on both my HDD and SSD (I have a clone)
I don't see a yellow-orange "render" line above the clip.
I'm hoping I don't need to buy another computer

What model of CPU (processor) do you have in your computer?
Your timeline indicates a perfect project/video match. You should get good performance on an amply powered computer.

According to this benchmark, your processor rates a 7100. I usually recommend an 8500 minimum or a 10,000 ideally for editing 4K.

You should be able to do some basic 4K editing though. Short videos without a lot of effects. Assuming you're not on a laptop, which traditionally don't run as fast.

I am using a desktop.
I am also unable to edit HD videos (I haven't tried anything less than that
yet)
Is the only option a new computer? And even if I buy a new computer How
Will I Know the program will actually work on it being as we haven't
technically found anything wrong with this one?

I have a laptop with a chip that rates 7400 and don't have trouble editing 4K from two Panasonics and an Olympus. If it helps figure anything out, I would be happy to try any of your DJI footage. Can you put something on DropBox or similar that I can copy and try?

I downloaded both files. One is a .MOV and the other is a .MP4. If both were from the Phantom 4, I assume the settings for shooting changed.
Because they were different formats, I created separate projects for each one. Both played in the monitor. My laptop seemed to work a little harder than it does with 4K clips from my Panasonic cameras. The MP4 was a little better than the MOV. Since MOV is related to Apple, I have Quicktime on my computer. Playback for editing was not perfectly smooth, but suitable for editing.
I don't if I've helped or not. But, the clips do play in the version 2018 timeline.
