Premiere Elements 15 crashing

I recently installed an SSD.   I moved everything over and now when I try to start up Premiere Elements it never fully loads.  The error message I get is this:

I tried reinstalling, and it did not work.  Any help would be appreciated.

I don't know how to test this, but I think the program files may have to be installed on the C:\  drive.

How did you move it?

Did you copy or migrate or do a proper installation?
