So are you saying that the same video in the same project played fine BEFORE the Windows update? And was the update just from an older version of Windows 10 or from an older version of Windows?

What model of camcorder is the video coming from and what resolution and format is the video?

What processor do you have with how much RAM? Which video card do you have?

I have the same problem, I have reinstalled graphics card driver because I cant open Premeiere Elements. After opening are all new imported videos and old projects too in slow motion and with no sound. Update is from an older version of Windows 10.
