Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

You don't say if you're trying to open it in version 15 or in version 2018 -- but once your project has been opened in a newer version of the program, you won't be able to open it in an older version.

Premiere Elements is also not backwards compatible. In other words, you often can't open an older version project with a newer version with the program without corrupting the file.

What happens if you start a new project in Premiere Elements 2018? Are you able to add media to it, save and close it and re-open it?

(Also, heed Bob's suggestion and go to the nVidia or AMD site to ensure you have the latest driver for your video card. You'd be surprised how a bad or outdated driver can mess up this program.)

I went back to the previous auto save version, made my changes again and have been able to work with it, save it and open it again.
