I have Premiere Elements 9 running on a windows 10 i7 7500 with 16GB memory.  Every time I attempt to load a project it crashes and I get a runtime error or file error" ...\ win\winfile.ccp-766"

I have reinstalled twice and updated to 9.01

What is the fix?

Version 9 is nearly 10 years old -- ancient, as far as technology. And wasn't designed to run on modern 64-bit operating systems.

Have you tried running the program in Windows 7 compatibility mode? Even then, there are components you'll need for the program that may no longer be available.

I'd highly recommend you download and install the free trial of Premiere Elements 2018 and see if it runs on your system. It's possible that doing so might install the components you need to run version 9. Or it might confirm that it's time to upgrade to a version of the program (at least version 12) that's designed to run on your operating system.
